Prime Space Projects has lodged plans for the 27-storey development, to house 126 apartments above offices and concealed carparking levels.
A large terrace on the seventh level will feature a playground, community garden, swimming pool and barbeque area for residents on the northern side, plus an outdoor space for office workers to the south.
Prime Space Projects director George Kambitsis said owner occupiers, including families would be attracted to the project.
“Its unusual to have this much open space in an apartment project in Adelaide,” he said. “To some extent we are looking at bringing suburban amenities to the city.”
Mr Kambitsis said families with children at the expanded Adelaide High School, or looking ahead to the opening of the new city high school on Frome Road in 2019, could be among interested buyers.
Michael Loucas of Loucas Zahos Architects said the terrace amenities would help residents entertain visitors.
Mr Loucas said apartments would range from one to three bedrooms and there was also a “townhouse” option of apartments spanning two levels. The building would have common balconies at each level for residents to socialise.
The Development Assessment Commission will consider the proposal next month.
